Recently turned 18, excited to support Bernie in 2020, but I have some questions

One is very much related to being newly able to vote, and another is a completely different subject.

1.) What steps do I need to take in order to be able to vote in the primaries and GE? Do I need to be a registered Democrat to vote for Bernie in the Ohio primary?

2.) I recently read about Vermont's "failed" medicare for all program. Contrary to what some think, it was never actually implemented. However, studies supposedly showed it's cost was as much as the entire Vermont state budget. They said they didn't feel comfortable implementing an 11.5% payroll tax on small businesses, and I read somewhere that taxes would've spiked by 160%? What's the truth behind all this? What's the reality of it?
